Well - a number of years ago, National started a 5 year program designed to
implement a complete Cub Scout/Webelos program complete with lots of

One of the factors is (please note is) a 2 year Webelos program. If you
council just now instigated it, without the 3 years of preparatory
programming, it is no surprise you have a problem.
I would STRONGLY suggest that you bypass your council office, and get the
materials you need on this issue directly. The Webelos book clearly shows
the 2 year program. There are specific program requirements (and
restrictions) for each of the two year program, and the program had been
working across the country for a number of years now. We started with a
two year Wolf group that moved up year by year until they were Webelos.
Do your best to catch up with this program, as it is going through another
change, and you need to understand the 2 year program. It is not going
away according to all sources I talked to at Philmont this summer, from
National. It is, however, not your council's idea. It is only their
idea to be so far behind the actual national program.
