In our troop, we occaisionally get the same problem. One such case
happened many years ago at agout the same time I came up for mine. We had one
boy that had completed all of his requirements except for one or two merit
badges. After about 1 1/2 years of absence from the troop, he finished up his
merit badges and came before the troop board of review.
Our board of review looked at his past work and felt that he did deserve
his eagle except for one count. He didn't fill the requirement of 6 months of
attendence and scout spirit. The board told him that if he spent six months in
the troop, he would immediately become eligable for his eagle. He never came
back to the troop and he never received his eagle badge.
Our troop committee felt a little guilty about not awarding him his eagle,
but our troop has always gone under the idea that the eagles are supposed to
come back to the troop to return the help that they received when advancing.
This theory is used even for the Lifers. We do not cut corners when it comes
to the requirements for rank advances, especially for eagle. When the
requirement says that they have to have six months of tenure and that they must
show scout spirit, we expect them to follow those requirements.
