The requirement for driving of Boy Scouts is different from driving Cub
Scouts. To drive Cub Scouts, you do indeed need to be a minimum of 21
years of age, however, to drive Boy Scouts, you need only to be 18 years of age.
That, at least, was of last summer while at Philmont, where the requirements
were verified as listed.
