I sent out a request to my company scouting Dl asking for information on a
device advertised in the Boy's Life magazine called a water balloon launcher.
As I live in England I hadn't got a clue as to what this could be like. Below
is an answer that I received, seems like an easy device to make up or modify.
Surgical tubing or even bungee rubber could be used.
By the way I went on holiday a couple of weeks ago and like a good person set
myself to NOMAIL on this Dl. When I came back I found that I couldn't get back
to receiving mail. When I try to re subscribe I keep getting the message back
that the list is closed. Anyone got any ideas?????

I don't know if it is the same as the one listed in Boy's Life but we have a
water balloon launcher that will throw a tennis sized water balloon about 300
feet. Several boat shops sell them as "toys" to be used while at the lake.
Ours is two 3 foot loops of "surgical tubing" (hollow and about 3/8" diameter).
Between the two loops is a nylon pocket to hold the water balloon and a strap
sewn on the rear to pull the launcher back. It is operated just like a hand
held sling shot except you use 2 people as posts holding the ends of the two
loops up high and then have a third person load the pocket and pull it back. (
Ours pulls back to about 7 feet ) You aim by moving the 3 people and adjust
distance by changing the angle of the pocket or how far back it is pulled. We
have had contests for accuracy and also team competition by having each team
try to catch the balloons in a blanket like firemen do with a safety net.
