Filling out multiple applications

Several months ago, a letter was sent out to all Merit Badge
Counselors in my District, concerning an update to the local MB
counselors list. This year, as part of the updating process, they
wanted everyone to fill out a new counselor's form. Enclosed with
the letter was the MB counselor's form, and a copy of the official
BSA adult leader application.
I filled out the MB counselor form, but since I have been
a registered leader since I turned 18, I skipped the other form.
Many in our troop didn't fill out either, thinking that since they
were already on the list, it wasn't necessary.
Last night, I attended the District Roundtable (my first
time). The Counselor List issue was brought up. Not only do they
want the MB Counselor form filled out, but also A NEW ADULT LEADER
APPLICATION! (They were not requesting money with it, just the
filled out application.)
Many of the attendees were not happy with that policy.
One man said that he had seen in Scouting magazine that only one
application is necessary. The D.E. disagreed, saying that if a
Scoutmaster wants to become a Commissioner and a MB Counselor, he
is required to fill out two more adult leader apps. He says it is
to protect the boys. The opposite view was that all of the data
from the first application is on file at Council headquarters, why
not get it from them. The point was even brought up that we may
lose leaders who are made to fill out too many forms, and the retort
to that was the question of whether those leaders are worth having.

What are BSA's policies concerning this? What do others
on the list think? I will be anxious to hear, and may forward the
replies to the DE, if there are a sufficient number.
