Councils breaking UNITED Way ties ???

The local news paper caried a story that the local council has
discontinued it's relationship with United Way, because of a
continued decrease in funding, even facing an increase in both
total enrollment and available youth percentage. In the past
there were also reports that United Way did not turn over all
"designated contributions" to BSA, if the total exceeded what
UW thought BSA should get. I guess BSA feels it can do better
on it's own. Faced with the threats of losing UW support for
failure to admit younger females, and even the problem with
not awarding the Eagle rank to a professed atheist, maybe BSA
is better off anyway. What do other people on the list feel?
Does anyone know how those councils are doing that have already
lost United Way funds? Looks like SME will take on a new
and more significant importance!
