Unfortunately, these won't "hold up in court".
A year ago, our district commissioner submitted a bunch of keys to the
training committee for approval, and a lot were rejected for the
overlapping tenure issue (incidently, this didn't effect me except for
my concern for the feelings of some scouters.) The council exec and the
training committee (incuding my old scoutmaster, and some other people who
I hold in the highest regard) were of the unshakeable opinion that tenure=
time registered in scouts, not time registered in a particular scouting
What bothers me about this is that the council policy doesn't seem to be
(and evidently isn't) consistent with the spirit of the guidelines. Is
there an official communique that deals with this issue? If not, where
should a person write to get something from National to get something that
would convince 4 or 5 crusty old scouters (written affectionately) and a
council exec? Maybe Scouting magazine?
