We were shown a copy of that brochure *after* the Field Director in charge
of camp told us that Non-Webelos (there ain't no such thing as a "Webelo,"
people....) Cub Scouts could *not* attend a District Camporee as campers,
family or otherwise. He later recanted and let them come as "Family
Campers," but only after most Cub parents had decided *not* to participate.
The brochure extends approval privileges to Councils to OK Cub Scout camping
for some District-level events. In other words, it is a relatively open-
ended statement and does not get specific enough to my way of thinking.
Only one thing is definite (or at least I think it is definite): *No* Tiger
Cubs are allowed to camp as BSA members at any BSA activity, whether or not
they are "Family Campers." Of course, if their family is going with their
older Cub brother and the Tiger Cub happens to be there without a uniform....
Be aware too, people, that Family Camping is not covered by your Pack or
Council insurance UNLESS the Council authorizes (and preferably sponsors)
the related event.
This is what we've been told, but it seems to change almost daily depending
to whom you talk. BSA National needs to issue a much more detailed
explanation of the "official" policy on Cub Scout camping.
