nomail option set without my consent

Dear fellow scouters on this list,
I am including in this message one I received a few days ago that has
sorely puzzled me. Furthermore, since I received this message, though
I have gotten a few notes sent to me privately, I have received
nothing from scouts-l.
I am relatively BITNET ignorant, I suppose, since I don't know how to
fix this problem. Can someone out there offer some help/advice?
And who is this "David B. O'Donnell" guy, and what gives him the
authority to cut off my mail from scouts-l? I sent him mail directly,
but have received no response.
Has anyone else had this happen to them lately?
