Boys can join a Boy Scout Troop when they have completed Fifth Grade or
reach 11 years old. Older boys who have been held back for poor class-
work, e.g., 11 years old in Fifth Grade, can move on into Boy Scouts.
Once a boy has earned the Arrow of Light award, however, he is eligible
to become a Boy Scout no matter how old he is.
