Could "W.E." stand for "written evaluation" or the more popular "witnessed'
evaluation" (these are the terms used in the British Scouts of the Rhine
group in central Europe. The BSA uses a similar process but relys more on the
chartered partner organization (our concerns and valid ones at that) for
"big brother" encourching on us.
WE is a form that volunteer fills out and sends to the central registry. After
it has been checked by the local Scout official, it is checked against a serieof
names and locations of child sexual offenders. If everything is clear, then
it goes to have membership crenttidals made up. If not, the five or so (I saw
two versions of the this form....one asks for five references and a employer
and the other asks for three and two former or present employers...) references
are checked and are asked about your suitability and work with youth.
