Rotten Apples ? !!

When should a Scout master dump a 'rotten apple'? We have (or maybe
had by now) a scout that has been nothing but trouble, even with
real HELP from the parents. At our father-son winter camp/dinner,
while the rest were doing clean up, this KID, goes out and breaks
windows in other cabins, cuts up screens and busted a wind chime
at a cabin used by the chaplain at past summer camp. After parents
meetings, committee meetings etc., the scouts is allowed to make
restituion and coninue with the troop. ( he had paid for our
"Easter" trip to Boston for the freedom trail hike) Then last
meeting before the trip, he shows up early for the meeting with
an AIR pistol, and shoots out a car window in the parking lot!!!
NOW What ???? This kid needs help, but can we keep this kid
in with a bunch of younger baisicly good scouts? As an older
scout, he is "looked up to" by the younger scouts!!! Comments
are welcome !!!!!
