My camp handles this problem by only allowing essential vehicles (Ranger,
camp director, Kitchen/Trading Post deliveries) to enter the camp areas.
On Sunday between 5pm and Taps, each troop is allowed to bring one vehicle
in to drop-off gear, and again to pick up gear the following Sunday from
Noon to 5pm. We post CIT's and Staff at each entrance during these times
to enforce the One car/troop limit. Vehicles are REQUIRED to stay on roads.
This has worked very well, and the policy has a chain of command to deal
with violators. (Commisioner -> Camp Director -> Ranger -> Res. Director)
This might be something to suggest to your camp administration.
