Don has some good comments. I would like to add a few.
First, come next spring, all the scouts will not be "NEW". If you have
monthly activities, a good advancement program and other goings on, then
the scouts which are now new should be Sceond Class by next May. Many
should be well on their way to First Class.
So, by all means bring them in as a new patrol.
When they come into the troop, instead of one of the older scouts acting as
a patrol leader, use him as a patrol guide (sure he may only be second
class, but there should be an Assistant ScoutMaster to lean on). Let the
new scouts take turns being patrol leader as suggested by the book. Odds
are at this level they are going to need a lot of adult help, and this way
they all get exposed to the ideas of planning patrol activities, menus,
