New Patrol method for new troops?

When I first joined SCOUTS-L the discussion was on the new patrol method
and I learned a lot from those discussions. Now, I would like to reintroduce
the subject with reference to our particular case. Our Troop is 12 boys
organized into three patrols and until Dec. 12, no one is ranked as high as
tenderfoot. They can't wait until the Webelos II den bridges to the Troop
this spring at which time they expect to have 22 boys in 4 six or seven
many patrols. To expect the WEB II guys to move in as a "NEW Patrol" seems
silly, everyone is new.
However, I would like to see my boys brought into th troop in the Spring of
1992 as a new patrol. By then the troop will have some advanced scouts and
will be able to guide my new guys. Ok that is a long way off. Question, does
this sound reasonable and if so, I would like to build that identity now by
having the Den pick a patrol emblem and flag. Any thoughts??
