There is an official boy scout publication that discusses only service projects
(but not just Eagle projects). I have a copy, but I can't remember the name of
it. If nobody else can think of it, I will look it up and send it out.
Our council does not have a problem with work being wasted on a rejected Eagle
projects. All Eagle candidates must submit a detailed project description and
plan to the district advancement committee before any work is done at all
(besides initial planning.) The committee then rejects or accepts the
plan, and makes recommendations if needed. After the committee accepts the
plan, the project stands. The board of review does not critique the project;
it may only verify that the project was executed as planned and approved
by the advancement committee.
