College Scouter Reserve

As different people have described, the College Scouter Reserve is
just another type of primary registration. It is a council position
rather than a district or unit position. CSR registration allows a
Scouter to maintain a current registration while attending school
without really specifying any particular job function other than
being available for service when called upon.
The other position that was described is the District Member at Large.
This position is a district position, and is technically an elected
position as a member of the district committee (but it is not atypical
to see a District Exec. register someone into this position). Again
the responsibilities are kind of vague, at least until you show up
at a district committee meeting and they start giving you stuff to do :-).
Regarding the College Scouter Reserve: does anyone know of a council that
has actually successfully implemented a program to make use of the
people who are registered in this manner? I've spoken with bunches
of people who were registered this way, but they always say that the
council never actually called them.
If any of you are looking for thoughts on how to stay active and make
a real contribution while in school, I have some thoughts - have these
topics been recently discussed here in general? I'm new to the list -
