District Conclave: how to succeed?

My name is Kirke Johnson; I am the Chartered Organization Representative
(Scouting Coordinator) for Cub Scout Pack 207, Sunset Trail District,
Columbia Pacific Council in Portland, Oregon. I am new to BITNET and
SCOUTS-L this fall, and new to Scouting leadership last winter.
I have been approached by the District to organize a District Conclave to
bring together all the heads of chartered organizations and their Scouting
Coordinators to meet with each other and the Council officers. Apparently
a Conclave was attempted last year, with disastrous results. I am told that
only two people besides the presenters showed up (out of a district with
I am extremely interested in learning the experiences of others with this
kind of function. Before I would take it on, I would like a clear idea of
the benefits for the participants and a good notion of how to effectively
promote and run a superior Conclave.
