We ran into the same attitude here in Austin, TX. It didn't stop us.
Perhaps they feel that "dangling" camping out in front of the younger
kids will keep them in Scouts longer. Or perhaps they're overly
concerned about young kids getting hurt/molested/whatever.
We took about 50 kids out last February. [Yes, you can do that in
Texas!] We had a great time, and plan to do it again.
