It seems to me that most of the finacially well off councils also have
pretty solid programs and camp facilties and a good relationship with
the community, and the council in trouble seem to have let the camps,
fall apart, spent camp improvement funds on salary, have no happy
volunteers, and the community could care less if they had a scout council.
Question: Does a solid program with solid leadship build the solid
finacial basis for the council or do you just luck out
and live in an area where Kodak or Xerox like to support
scouting and build facilties?
