This question came up at my camp last year, and the word from our council
was that you DEFINITELY need someone trained in Lifesaving to run a swim.
The Safe Swim certification is awarded to adults to ensure that ALL eight
points are followed, including qualified lifeguards. Some summer camps
(including ours) allow troops without lifeguards to set up "splashfronts"
-- in which swimming is allowed in waist-deep water, provided staff
lifeguards are on duty at the camp waterfront.
