I think this is completely ridiculous too. At the last World Moot there
were 3 BSA people (who weren't part of an official BSA contingent,
because there was none). Note that the United Kingdom Scout Association
has no Rovers but sends a contingent anyway, consisting of older Venture
Scouts and younger leaders.
Note that Jam des Neiges, which is a winter jamboree to be held in Dec
1999-Jan 2000, had to remove the option of Rover participation (as youth
members) so that BSA would send a contingent. This slightly irks me.
It would be great to see more BSA representation in Mexico.
