We turned in an application for the Gold Award to our council office in
early January. Luckily, the Associate Advisor received a receipt from the
desk for it. Our council has never granted a Gold Award before. Thus the
application was handed to the associated executive who promptly lost it.
After about 6 weeks they have agreed that they received the application
(receipt) and agreed to grant the award. Unfortunately we have an explorer
district that has a District Chair & Commissioner but no meetings. These
two men are still pondering the award. Apparently, they feel they need to
review the application (I think they found it). They are saying that the
young man perhaps didn't really qualify. When I and the board of review
examined him and the application we found everything in order. They had
not told us what possible deficiencies they have found.
My reading of the application and instructions led me to believe that the
unit received the application with letters of recommendation and performed
a board of review. Then the application was submitted to council for the
signature of the Scout Executive. That is all.
Has any one processed these awards? I would very much like to know what
should be done. We have four other Explorers qualified for this award. I
would like to find out the approval process before we submit more
applications into their black hole.
