This is a newly proposed amendment to the US Constitution. Yesterday,
it made it out of the house judicial committee in Congress.
This could have a profound positive effect on the BSA. In fact, It
might mean that the dismantling of the Exploring Program was premature!
House committee accepts constitutional amendment on school prayer

Washington -- After several hours of debate and public comment, a
constitutional amendment on school prayer cleared the House Judiciary
Committee by a 16-11 vote Wednesday.
The current verbiage of the amendment:
"To secure the people's right to acknowledge God according to the
dictates of conscience, neither the United States nor any state shall
establish any official religion, but the people's right to pray and to
recognize their religious beliefs, heritage or traditions on public
property, including schools, shall not be infringed. The government
shall not require any person to join in prayer or other religious
activity, prescribe school prayers, discriminate against religion, or
deny equal access to a benefit on account of religion."
