I have to agree. In fact, I'd like to see a Rover section for young
men and women who have not yet turned 28. I'm not sure, though,
whether Rovering should be for youth who have turned 18 or for youth
who have turned 21. Eighteen is the upper limit for Scouting, and
twenty-one is the upper limit for Venturing/Exploring.
Now is the right time to work for Rovering because the BSA is
introducing a new section for high school age youth. While they're
at it, why not introduce a section for college age youth/youth who
have graduated from high school? The (re)introduction of Rovering
will (1) serve to expand the number of people involved with BSA by
allowing those who have graduated from high school to participate in
Scouting as youth and not just as adult leaders and (2) allow the BSA
sections to mirror more fully those in other National Scout
Rovering, like all the sections of BSA, would concentrate on
developing good citizens and leaders through a program that's fun.
Whom should we contact in order to push for the (re)creation of
Rovering? Lobbying for Rovering, BSA will be difficult, but if we
succeed, I think it'll be worth the effort.
