In Canada, permission forms are a good idea, but it is nowhere written
that they are required for short-term events. If I remember correctly,
our BPP (like POR) states that written permission is absolutely essential
for long-term camps.
I would therefore deduce that oral permission suffices for other
activities, if they are mundane (going out to see a movie, for instance).
I'm talking Venturers here.. for Scouts I would probably be a bit more
insistent on permission forms.
